Leadership Leadership Executive Officers Executive Officers ykincaid@sycamoreservices.com Yolanda Kincaid President/CEO With over 20 years of experience serving individuals and families with intellectual and developmental differences, Yolanda Kincaid is deeply committed to ensuring high-quality supports that honor each person’s unique strengths, abilities, and goals. She currently holds leadership roles on the Indiana Association of Rehabilitation Facilities (INARF) board of directors/executive committee, the Human Services Advisory Board at Ivy Tech Hamilton County, the Hamilton County Transportation Advisory Committee, and the Noblesville Advisory Council on Disability. Yolanda also contributes to multiple committees and workgroups, advocating for positive change at local, state, and national levels. A lifelong Hoosier, Yolanda earned her bachelor’s degree from Indiana State University and her MBA from the University of Notre Dame. Originally from northern Indiana, she has called central Indiana home for over 12 years, where she is raising her son. In her personal time, Yolanda leads a local Cub Scout pack with the Boy Scouts of America and volunteers with her church’s children’s ministry. lreverroad@sycamoreservices.com LaDonna Everroad Chief Operating Officer LaDonna Everroad joined Sycamore Services in September 2008, initially working on a school-to-work transition program before moving into Quality Assurance and becoming Director in 2013. With over 20 years of experience advocating for individuals with intellectual and developmental disabilities, she is passionate about shaping policy and enhancing community support to create better opportunities for people with disabilities. Recognizing key challenges in the field, she focuses on improving workforce development and retention. LaDonna is involved in the INARF System of Excellence workgroup, the Society for Human Resources Management, and serves on various Indiana State Department of Health committees, including Hendricks and Morgan counties, the Strategic Indiana Provider Network training committee, and co-chairs the INARF HR Professional Interest Section. thamlin@sycamoreservices.com Tony Hamlin Chief Financial Officer Tony Hamlin brings over 30 years of experience as a Certified Public Accountant (CPA), with a proven track record of financial leadership across diverse industries. His career includes executive roles in regional banking, national automotive dealerships, and a multi-state restaurant company, where he has consistently driven strategic growth and operational efficiency. A native of southern Indiana, Tony began his academic journey at Vincennes University and went on to earn his bachelor’s degree from the Indiana University Kelley School of Business. Beyond his professional achievements, Tony is deeply committed to community service. He currently serves as Treasurer of the Indianapolis Murat Shrine, is an active member of two fraternal lodges, and volunteers in his local church’s children’s ministry. During the May meeting, the members of the Sycamore Services ARC Membership elect directors for the coming fiscal year. Board of Directors Twelve individuals comprise Sycamore Services’ Board of Directors. Meetings are held on the fourth Tuesday each month except July and December. This diverse group provides support and counsel to Sycamore Services through our Administrative Team. Directors include local business owners, parents and family members of persons with disabilities, professionals in the rehabilitation and education fields, community leaders and advocates of persons with disabilities. Children's Services Sycamore Services' Children’s Services department provides early intervention therapies through Indiana’s First Steps system, helping children from birth to age three with developmental delays reach their full potential. Therapists use individualized strategies to support each child’s growth, aiming to reduce the need for later interventions and enhance lifelong success. Day Services & Respite Care Sycamore Services offers day programs for adults with developmental disabilities, providing meaningful activities like cooking, art, and music therapy to build personal skills. In addition, respite services offer caregivers relief, with trained professionals providing care in-home or at approved locations. Both services are available across multiple Indiana counties. Transportation Services Sycamore Services provides reliable public transportation for residents of all ages in Hendricks and Morgan counties. The service is available to anyone in the community, offering safe and convenient travel options. Transportation is provided year-round, except on major holidays, ensuring that residents have access to essential travel for work, appointments, and daily activities. ABA Center The ABA Opportunity Center at Sycamore Services offers evidence-based, compassionate Applied Behavior Analysis (ABA) therapy tailored to children with Autism Spectrum Disorder. The center focuses on enhancing independence, communication, and adaptive skills through personalized, play-based interventions that respect neurodiversity and emphasize socially significant behaviors for a better quality of life. Day Services Day Programs for Adults with Developmental Disabilities at Sycamore Services Sycamore Services provides engaging day programs for adults with developmental disabilities in Marion, Morgan, Johnson, and Hendricks counties. Employment Services Supported Employment Services for Individuals with Disabilities in Indiana At Sycamore Services, we empower individuals with disabilities in Indiana to achieve meaningful employment and become valuable contributors in their communities. Our Supported Employment Services provide personalized support to help individuals find and maintain jobs that match their interests and skills. How We Help Our Employment Consultants (ECs) play a vital role in guiding each individual through the employment process. They assist with identifying areas of interest, job searching, resume planning, and interview techniques. Once a job match is made, our ECs collaborate with employers, co-workers, and the employee to ensure a smooth transition and long-term success in the workplace. Getting Started To access our employment services, individuals begin with a Vocational Rehabilitation (VR) Counselor, who will verify eligibility and help secure funding. These counselors are part of Indiana's Family and Social Services Administration and have offices throughout the state. Click here to find your local office. Maintaining Employment Sycamore Services is committed to fostering successful employment relationships by working closely with businesses and community leaders. Participant Rights and Responsibilities AUDIO/ASL – PARTICIPANT INDIVIDUAL RIGHTS AND RESPONSIBILITIES INDIVIDUAL RIGHTS AND RESPONSIBILITIES It shall be the policy of Sycamore Services, Inc. to have a statement of individuals’ rights to preserve the human rights, dignity, and safety of individuals receiving services through Sycamore Services, Inc. Sycamore Services, Inc. shall ensure that an individual’s rights as guaranteed by the Constitution of the United States and the Constitution of Indiana are not infringed upon. These rights will be made available to all individuals and shall be explained to all individuals in their mode of communication or, when appropriate, their parents/guardians/provider. Procedure: All individuals receiving services through Sycamore Services, Inc. shall have the following rights: To be informed, in writing, before or at admission and on an annual basis of his/her rights and responsibilities while receiving services through Sycamore Services. If the individual is unable to read the document, the document shall be interpreted to him/her and/or parent/guardian/advocate in a manner that is understandable to the individual. A written acknowledgment must be witnessed by a third person. If an individual has a guardian, the guardian shall also be required to sign the form to indicate his/her receipt, review and understanding of the information. When changes or additions are made to the above rights and responsibilities, the participant shall be likewise informed. To active and ongoing participation in the selection of relevant services available through Sycamore Services that are habilitative and supportive toward his/her chosen lifestyle and projected level of independence as documented in his/her Individual Service Plan. Each individual shall be given the opportunity to participate in planning his/her individual services, including program goals and objectives. Each individual and/or guardian has a right to a copy of that plan and any subsequent documentation of changes to that plan. To advance notification prior to the transfer to any other program within Sycamore To refuse treatment and services, and be informed of all risks of treatment and services. To be encouraged and assisted throughout receipt of any services to exercise his/her rights as a citizen including individual rights as set out in Indiana Code are not infringed upon and an individual has the ability to exercise those rights as provided in Indiana code. Individual is free from discrimination in the provision of Right to have alleged violations of rights investigated, to voice grievance and recommend changes in policies, procedures, and services to facility staff and/or outside representatives of his/her choice free from restraint, interference, coercion, discrimination or reprisal. (See Grievance and Appeal policy and Investigation Policy). To regularly see a doctor, at their own expense, and to proper medical care including but not limited to be free from unnecessary medications and restraints, reduction of individual’s dependence on medications and restraints as agreed by physician and/or (Individual Support Team (IST). To be free from abuse, neglect and exploitation. (See Abuse & Neglect policy). To be free from any restrictive behavioral procedures including physical, medical and chemical restraints, removal of personal property, or seclusion. (See HRC, Restrictive Interventions, and Behavioral Emergency – Imminent Danger Policies). To be free from exclusion of services except: When authorized by the IST as described in an approved intervention strategy with the informed consent of the individual and/or his/her guardian or in accordance with Sycamore Services’ suspension policy. When necessary in an emergency to protect the individual from injury to himself/herself or to others. The agency shall not use any restraint as punishment or for the convenience of staff. Ensured confidential treatment of all information contained in his/her records. His/her written consent shall be required for the release of information to persons not otherwise authorized to receive it. To be treated with consideration, respect, and full recognition of his/her dignity and To communicate, associate, and meet privately with persons of his/her choice unless to do so would infringe upon the rights of other individuals. (Including sending and receiving unopened mail, access to a telephone with privacy for incoming and outgoing local and long distance calls at the individuals expense). To participate in activities of social, religious, and community activities of their choosing. To achieve full community inclusion within every aspect of daily living to include the activities associated with work, leisure, and home environment. To retain and use appropriate personal possessions and clothing. To terminate his/her involvement with services provided by Sycamore Services. If the individual has a legal guardian, the authorization to terminate services must be obtained from that guardian. To petition the committing court for consideration of any services you are being involuntarily committed to. To advocate for themselves and/or to a qualified advocate and/or guardian when this is required to protect his/her personal well being and interest. Right to contact and consult privately with an attorney of their choice, at their own expense. To the respect of all who work, advocate, or associate with him/her. Not to participate in experimental research or treatment without your informed, voluntary written consent. Individuals have the right to withdraw consent at any time. Not compelled to provide services for a provider or to complete work or chores benefiting others without pay or pay below minimum wage unless: Provider has obtained a certificate from the United States Department of Labor authorizing the employment of workers with a disability at special minimum wage rates and the individual works voluntarily for a provider with compensation at the prevailing wage and commensurate with the individual’s abilities. Individual shall voluntarily work for a provider compensated at the prevailing wage and commensurate with the individual’s abilities. Services are being performed by an Individual in the Individual’s own residence as a normal and customary part of housekeeping and maintenance duties. Individual desires to perform volunteer work in the community. To regular developmental and behavioral assessments. To be informed on a regular basis as specified by the individual’s plan of their Medical condition, Developmental status and Behavioral status. Recreational Therapy Recreation therapy, or therapeutic recreation, strives to improve the functioning and independence of individuals who are ill or disabled. Recreation therapists provide services in clinical facilities and in the community. Sycamore Services Recreation Therapists incorporate a variety of interventions to treat individuals with physical, cognitive, and emotional conditions. Recreation therapists educate the individuals they serve by using activity to build confidence and reduce stress and anxiety. Sycamore therapists are certified by the National Council for Therapeutic Recreation. A recreation therapist’s responsibilities vary according to the setting and the patients served. Most recreation therapists are involved in the assessment of physical, mental, emotional, and social functioning. They will utilize information from standardized evaluations, observations, medical records, medical staff, family, and the patients themselves. The therapist will then develop and implement a plan for therapeutic interventions to meet the individual’s needs and interests. Payment for most services is available through Medicaid Waivers.
